2022 New Projects Process
As the Collaborative Applicant for the Alabama Balance of State Continuum of Care (CoC), the Alabama Rural Coalition for the Homeless, Inc. (ARCH) administers the annual evaluation and application process for US Department of Housing and Urban Development (HUD) CoC funding for the counties within the Alabama Balance of State.
New Projects Process – Open Now
The Alabama Balance or State CoC’s 2022 New Projects process is open to organizations currently receiving HUD CoC program funding and for organizations interested in obtaining new HUD CoC program funding. New organizations are strongly encouraged to apply. Please review the application process in the document linked below. The Alabama Balance of State Continuum of Care (CoC) is pleased to announce the opening of the CoC’s 2022 New Projects process for new project funding for Permanent Supportive Housing projects through the Department of Housing and Urban Development’s (HUD) FY2022 CoC Program Competition Notice of Funding Opportunity (NOFO) and the CoC Supplemental to Address Unsheltered and Rural Homelessness (Special NOFO). The new project process for other project types (Rapid Rehousing, Joint Component Transitional Housing and Rapid Rehousing, or any other project types allowed by the Special NOFO) will be released in mid-August.

CoC Special Notice of Funding Opportunity
On June 22, 2022, the U.S. Department of Housing and Urban Development (HUD) released a Notice of Funding Opportunity (NOFO) to address unsheltered and rural homelessness. The Alabama Balance of State Continuum of Care is eligible to compete for up to $4,826,779 (Unsheltered Homelessness Set Aside) and $5,657,468 (Rural Set Aside Amount). This new funding is a remarkable opportunity to Bridge the Gap between Homelessness and Housing in Rural Alabama communities.
Housing Inventory Count & Point-In-Time Count
Each year, the Alabama Balance of State Continuum of Care completes a Housing Inventory Count (HIC) to count the number of beds and units available for people experiencing homelessness. The Alabama Balance of State Continuum also completes a Point-in-Time (PIT) Count each year to count the number of people experiencing homelessness in shelters and on the street.
