The Homeless Management Information System (HMIS)

 

The Homeless Management Information System (HMIS) offers homeless service providers an electronic case management system, encompassing appropriate software, hardware, internet services, and comprehensive training. Its purpose is to address homelessness by quantifying the issue, tracking services provided by community agencies, and reporting progress towards its resolution as mandated by the US Department of Housing and Urban Development (HUD). In the Alabama Balance of State (42 counties), ARCH serves as the lead entity for HMIS. The PromisSE platform is a shared HMIS platform utilized by HUD Continuums of Care and homeless service providers throughout Alabama and the Florida panhandle, with participation from a total of 70 agencies. 

HMIS Public Notice

ARCH receives funding from the U.S Department of Housing and Urban Development to offer services for individuals and families experiencing homelessness or at risk of homelessness. A condition of this funding is the agency's involvement in HMIS, the Homeless Management Information System, specifically the Program Management System of the Southeast (PromisSE). HMIS gathers essential client information to ensure accurate counts of homeless individuals and families and identify their specific service needs. We only collect information that is deemed appropriate and adhere to stringent confidentiality standards for the collection and use of personal data.

To learn more about our privacy practices, community members can request a copy of our Privacy Notice. You have the option to share your personal information with other participating agencies in the network by completing a Release of Information form or providing verbal consent. This allows for collaborative efforts among agencies to deliver efficient and effective services.

Training for HMIS

NO HMIS LICENSE WILL BE ISSUED WITHOUT COMPLETION OF LEARNHMIS

 

Please be sure you work in the Balance of State before registering for training. 


All of the training materials for Balance of State are hosted on the LEARNHMIS system. This training is self-paced, allowing staff members to login and complete required coursework on a schedule that works best for them. Training materials include:

  • Pre-recorded video content

  • Interactive exercises and knowledge checks

  • Final exam that provides hands-on experience creating clients, households, and program enrollments 


Current process to sign staff up for training:

  1. The agency POC will complete the Balance of State HMIS Training Sign Up Form for each staff member that needs training. This form must include the following information about each staff member:

    • First Name

    • Last Name

    • Work Email Address

    • Agency Name
       

  2.  The BoS HMIS Lead team will review details from each Training Sign Up Form submission and send approval to start. NOTE: Some agencies received approval via email correspondence prior to the creation of the Training Sign Up Form. 
     

  3. Staff members can navigate to LEARNHMIS to login and access the training materials, working through required coursework on the schedule that works best for them. 
     

  4. The BoS HMIS Lead team will review completed coursework from each staff member, issuing HMIS login credentials for each person who passes the final exam. For staff members who need additional assistance completing the required coursework or final exam, our team will coordinate a time to connect with them one-on-one.
