Task Groups and CoC Committees are where the Balance of State CoC's committee-level work gets done — focused groups of members working on a specific piece of the system, from the annual funding competition to Coordinated Entry, HMIS, data, and system performance. Every meeting is open to CoC members who want to get involved.
Each group below has its own written Policies & Procedures, grounded in HUD's CoC Program requirements, covering purpose, membership, responsibilities, meeting frequency, and how recommendations reach the CoC Board.
The CoC Grant Competition Task Group leads ARCH's annual local competition for HUD CoC Program funding and develops the project monitoring process — including technical assistance for funded agencies — all focused on strengthening the homeless response system across the Balance of State to prevent and end homelessness.
Oversees implementation and evaluation of the CoC Coordinated Entry System. Reviews Written Standards, assessment and referral processes, prioritization policies, system performance, and service gaps. Recommends policy improvements, strengthens coordination among providers, and promotes equitable access to housing and supportive services throughout the CoC.
Conducts the annual review and evaluation of CoC applications using HUD and CoC-established criteria. Reviews project performance and community needs, recommends project rankings and funding priorities, supports performance-based resource allocation, and promotes a fair, transparent, and objective local competition.
Oversees HMIS implementation, data quality, privacy and security standards, system compliance, reporting, and HMIS governance. Reviews data quality, recommends system improvements, supports HUD reporting requirements, and promotes data-driven planning and decision-making across the CoC.
Coordinates planning and implementation of the annual Point-in-Time Count and Housing Inventory Count. Reviews homelessness trends, analyzes system data, identifies service gaps, and supports strategic planning and evaluation of CoC performance through data-informed recommendations.
Reviews CoC and ESG system performance, monitoring results, System Performance Measures, APR outcomes, HMIS data quality, and compliance findings. Recommends policy improvements, identifies technical assistance needs, evaluates provider performance, and supports continuous quality improvement and performance-based resource allocation.
